September 1999 Board Minutes
The Lawrence Aviation Advisory Board met September 1, 1999 at the Lawrence Municipal Airport. The meeting was called to order at 6:35 P.M. by Chairman Rick Bryant. Members attending were: Rick Bryant, Bob Newton, Jerry Sherman, Les Catlin, and Steve Craig.
Others attending were Rod Bremby, assistant city manager/airport manager, Lloyd Hetrick, fixed-base operator manager, Ron Renz, Larry Kellogg, AOPA volunteer, and Bob Dickens, regional representative from AOPA.
Les Catlin was assigned the task of taking minutes for this meeting. The minutes from the August 16, 1999 meeting were reviewed/approved (Bob Newton/ Rick Bryant).
AIRPORT UPDATE:
* Rod Bremby said the sewer line extension is still being estimated around $600,000 by Black and Veach.
* Lloyd Hetrick voiced concern about the new ramp for the new community hangar temporarily closing down up to 80% of his shop hangar ramp. This is needed to provide the required 1.5 degree slope up to the new hangar. Lloyd said he thinks he can live with it.
* Lloyd said the bus company has agreed to run a shuttle service from the airport to the KU Memorial Stadium on KU football home game days. The cost is expected to be $5.00 per person round trip. If successful this could be carried over to basketball game days.
* Deb Moore of the Chamber of Commerce has suggested the Chamber sponsor a tailgate party at the airport on football game days.
* Lloyd Hetrick again brought up the idea of having a Jayhawk painted on the ramp in front of the airport terminal building. Rick Bryant announced that permission had been secured from KU's office of licensing to proceed with painting the logo on the apron. Questions were raised if Haskell or the local high schools might then request their mascots be painted on the ramp also. No one has been found to paint the Jayhawk yet KU's licensing director was to forward a short list of experienced painters to Rod Bremby for review in hiring it done.
* Rick Bryant raised the issue that four of the current members' terms will run out next Spring. This includes Bob Newton, Steve Craig, Jerry Sherman, and Les Catlin. Members are encouraged to consider if they wish to stay on the board and/or if they know of other dedicated people who they could recommend to be on the board.
Airport CIPs
Rick Bryant introduced Tom Reed from Airport Development Group. Tom shared many drawings of a proposed Airport Layout Plan that his company worked on. The drawings included capital improvements which the aviation advisory board will seek City Commission approval and commitments. The drawings also showed possible areas of light industrial development around the airport.
It was agreed that Tom Reed from Airport Development Group should be at the City Commission study session on September 8th to present to the Commissioners their ideas for future growth and to let them see drawings of the capital improvements that our board is recommending.
Tom presented a capital improvement program data sheet. The board agreed that the capital improvement program priority list should be amended to include:
(1) parallel taxiway (on the east side) to runway 1-19; The west side parallel taxiway was given less priority (or could be eliminated);
(2) PAPI and REILS for runway 1-19;
(3) PAPI lights for runway 33-15.
Lloyd Hetrick asked that we encourage the City Commissioners to commit to building more T-hangers. Lloyd said he had 10 letters of commitment for hangers at this time.
Rod Bremby said we should think about how we present information before the City Commission study session of September 8th. It was agreed that:
* Bob Newton would speak for 15 minutes on the history of improvements at the Lawrence Municipal Airport;
* Tom Reed would talk 15 minutes on capital improvements at the airport;
* Debbie Moore would talk on the needed improvements to accommodate the many airplanes that will come to our area when the new NASCAR race track is completed;
* Kevin from AS&T speak about their need for infrastructure improvement of water and sewer so that their company can build and locate at the Lawrence airport;
* Tom Reed would come back and give a presentation of the 20-50 year plan for the Lawrence airport.
Rick Bryant suggested that we should be specific in what we ask the Commission for. It was agreed we would ask for the following:
(1) to adopt a policy on light industrial development at the airport, especially aviation related;
(2) an additional water line to accommodate the water needs at the airport;
(3) water, sewer development.
Steve Craig said we should make the Commissioners aware that the infrastructure improvement in the water line and sewer development would also benefit other areas in North Lawrence.
Rick Bryant asked all members to commit to being at the City Commission study session on September 8th from 9:00-11:00am.
Jerry Sherman made a motion that we adjourn, and Steve Craig seconded the motion. The meeting was adjourned.
