Aviation Advisory Board
September 15, 2003 Minutes
Board Members in Attendance: Rick Bryant, David Downing, Gary Fish, Tim Holverson, Bob Newton, Paul Stewart, and Jim Stogsdill
Rick called meeting to order at 6:40 PM
1. Review and approval of July meeting minutes
The July meeting minutes were reviewed and approved by a 7-0 vote.
2. Airport Manager's Report
T-Hangar Project
City staff is working with Landplan, Hamm’s, Westar and Penny Construction to get the transformer relocated.
The current hangar occupancy status stands at a total of eleven vacant hangars – seven new hangars and 4 of the older hangars. A discussion was held and it was agreed that the City should be more proactive in advertising the vacancies. The Board agreed to provide the City with several mailing lists that could be used to send out announcements.
Runway Extension Project
The Final equipment installation (lighting) is scheduled for end of September. The final with walk-thru is tentatively planned for first week in October.
2004 Project
Jan Monroe with the FAA called today about the status of rehab project for runway 1/19. FAA is completing the approval steps for this project, but funding is still tied up in paper work and Congressional approval.
3. FBO Report
Lloyd Hetrick discussed the following items:
ILS Approach Status
An ILS approach has been approved but since the approach lights have not been completed it has higher minimums. When the approach lights are operational the minimums will be reduced.
Potential Fall Fly-In
The airport has received preliminary notification of a possible Navion Fly-in this fall. The current estimate is that as many as 60 aircraft may participate.
NASCAR Schedule
The next NASCAR is scheduled for October 3-4, 2003.
Airport Upgrade
In September, the local Chapter of the Ninety -Niners painted a new Compass Rose. This replaces the Compass Rose that was covered up when the airport ramp was recovered.
Lloyd suggested that it would be a great help in conducting future events like the Dole Center Dedication, if an area could be upgraded to permit the parking of aircraft off the runway/taxiways on the flat grass. It was put on wish list to upgrade of an area for events.
4. Senior Council Signage Proposal
Rick Bryant briefed the Board on a recent offer of assistance offered by the Chamber of Commerce Senior Council. The Senior Council indicated a willingness to help with improving the airport entrance signage. Rick indicated that he will meet with the Senior council on September 25, 2003. A Senior Council Representative could not attend the board meeting.
5. Minimum Standards
Debbie distributed draft copies of the Airport Minimum Standards document. This document is intended to provide a framework for future commercial operations at airport. Debbie asked that the Board review this document and send comments to her.
Board Actions: The Board was very impressed with the quality and thoroughness of the draft report and recognized the substantial service the Airport Minimum Standards Committee has provided the City and the Advisory Board.
The Board feels that the approval of a final version this fall is very important and agreed to dedicate substantial time during the next few meetings to review this document and submit its recommendations.
6. Web site Prototype
Debbie distributed a printout of the preliminary airport web site. She asked that the Board review this material and send her comments.
7. Special Event Review
The Board reviewed the recent Chamber of Commerce Airport Mixer and the airport participation in the Dole Center Dedication. The Board and the public present were unanimous in there belief that both events were excellent. The Board want to give special thanks to all the City staff and public who played an essential part in making these events such a success.

The next Aviation Advisory Board was scheduled for Wednesday, October 29,
