April 12th, 2006 Meeting Minutes

  1. Guest Presentation by Steve Stewart, Manager Central Maintenance Garage

The RRCAB was provided materials and requested by Commissioner ‘Boog’ Highberger (then Mayor) to review and consider recommendation of the “Plug In Partners” campaign by the City of Lawrence. Steve Stewart explained the purpose of the campaign; what the Board could do to support the campaign; and what the City of Lawrence would do in support of the Campaign.

 

Plug-In Partners is a grassroots national campaign led by the City of Austin to demonstrate to automakers that there is a ready market for Plug-In Hybrids. 

 

Campaign template may include any of the following components:

• “Soft orders” by local governments and businesses to add PHEVs to their fleets;

• Endorsements in the form of resolutions or letters of support from local governments, businesses and organizations;

• Signatures from citizens on petitions expressing their interests in purchasing a PHEV, even if slightly more expensive than comparable conventional vehicles; and

• Utility rebates/incentives for PHEV purchasing by local governments, businesses and citizens, when vehicles are available

 

If supported by the RRCAB, Steve said the City would support the campaign in the following methods:

• Issue a proclamation in support of Plug In Partnership

• Issue a “soft order” to add PHEVs to City fleet; and

• Provide information regarding Plug In Partners to public in appropriate outreach venues.

 

Discussion: Discussion ensued regarding providing a presentation to the Library Advisory Board regarding benefits of green building practices.

 

Motion: Laura Routh made a motion that the RRCAB draft a memo in support of the Plug In Partnership and send to the City Commission through staff. 

 

Second: Motion seconded by Chris Cobb.  Motion Approved unanimously.

 

Action to be taken: Staff will draft memo for review and revision by RRCAB.

 

  1. Approval of Meeting Minutes

Aimee Stewart made the motion that March Meeting Minutes be approved as amended.  Motion seconded by Cindy Strecker.  Motion approved unanimously.

 

Action to be taken: Staff will amend March Minutes as noted and resubmit to Board and forward to the City Commission through staff.

 

  1. Subcommittee Reports

A.      Energy Conservation Subcommittee

The Energy Conservation Subcommittee did not meet.

 

B.            Recycling Subcommittee:

The RRCAB received minutes from the March 22, 2006 meeting of the Recycling Subcommittee.  The next meeting of the subcommittee will be Tuesday, April 19th, 5:30 p.m. at the Solid Waste Annex North facility, 320 NE Industrial Lane.

 

          i). Licensure of Recyclers

          Discussion: Laura Routh discussed with the RRCAB the reasoning and justification for consideration of licensure of recycling haulers and facilities within the city of Lawrence

 

          The target of licensing would be Lawrence recycling haulers and facilities not otherwise regulated by the state.

 

Discussion: Much discussion was held regarding what information is currently and is not being collected from this target group by the City of Lawrence.

 

Outcome:  The Board decided to table this issue until a later date.

 

 

          ii). Meet with Curbside Recyclers

Much discussion regarding the purpose and manner in which to interview curbside recycling service providers was held.  The purpose of the interview would be to assess their opinion on how recycling could be increased and made more convenient to Lawrence residents.

 

Outcome:  The Board decided to table this issue until a later date.

 

iii). Community Recycling Survey

Outcome: The Board decided to table this issue until a later date.

 

Discussion ensued regarding a memo be generated by the Board to the City Commission requesting they look at increasing recycling in Lawrence through different modalities of service provision that could include, but not be limited to:

·      City-provided curbside collection

·      Private sector provision of curbside collection

·      Establish multi-material drop off recycling centers in Lawrence

Motion: Cindy Strecker made the Motion that a memo be drafted by the Board – to the City Commissioners – requesting a new analysis of increasing recycling in Lawrence through different service modalities be conducted.

 

Second: Motion seconded by Shannon Criss

 

Vote:  The motion passed unanimously.

 

Action to be taken:  Laura Routh volunteered to draft the memo, for review by the Board.

 

4.  2006 Goals Setting Session

Aimee Stewart reported to the Board that Carol Nalbandian, a professional facilitator and trainer has made herself available to the Board for the purpose of goal setting.  Ms. Nalbandian would not be available until summer; suggests this may take more than one meeting; and that staff should be involved.

 

The Board defined the scope of their Goal Setting process to look forward 5-10 years into the future.

 

Action to be taken:  Aimee will coordinate with Ms. Nalbandian to establish a date appropriate for everyone’s calendar sometime in July/August range.

 

Action to be taken:  Staff will coordinate with city’s management team to provide the Board with an information session with Interim City Manager, Dave Corliss to discuss function, role and communication practices of advisory boards within the City of Lawrence – prior to the goal setting session.

5. Earth Day, Saturday April 22, 2006

A list of duties was passed among Board Members for the purpose of soliciting help for the Earth Day Parade and Celebration at South Park.

6. Waste Reduction and Recycling Staff Report - Staff

7. Miscellaneous

Staff invited RRCAB members to attend the 2nd Annual Imagination and Place Community Environmental Award Ceremony to be held, Friday, April 21st @ 5:30 p.m., Lawrence Arts Center.
